Herc pre-re use encounter to unknown (the last pre-re episode) configurations, but you can add any renewal content with some manual changes.

Recently many people ask about this episode control, but there is no automatic way to do it, you can use RO patch notes and references to manualy change the episode. Here in herc we have a episode timeline showing what was added in each of them, with exception of item and mob stat or drop changes

That's the most detailed information I could find. Sadly, there is only information on these episodes.
