There is no difference between a VPS and an EC2 instance. Just install FluxCP as you normally would in any other linux host (/var/www), or download an apache and with phpmyadmin (I suggest UniServer) for windows.

For the Brazilian datacenter, outbound traffic (inbound is free) costs 0.25/GB, and in the US it costs $0.12 per GB. I got really excited with AWS, but the price increased drastically once I added the data transfer cost to the calc.
