Well, GMs can use Vend, at least they can buy things from vending merchants.
"Use Vend" is probably meant as in the GM himself using the vending skill, that is important yes, but buying things from merchants should also be counted as "using vend" it's not hard to doubleclient/ask a friend and buy jellopys for 500 mil.
