To be honest, I'm not sure if this is a bug or intended implementation, but I have noticed that Icewall can prevent items from dropping. To test, you can simply cover a monster in icewalls then kill it and watch it drop nothing. I do know that Aegis/iRO has quite an interesting drop method, as items can drop over thin ledges/cliffs. Not sure if that's the way to go, but I don't really see a problem in allowing items to drop inside an icewall again either.
