Basically, the whispered Main only checks if main is on or off, if it's off it just says "please use @main on". If it's on, it will let the player talk, regardless of @main's level. Not really sure if this should count as a bug, or even if it's intentional. The only real way of this happening is if the player gets it turned on through a script, so it's easy enough to work around.
