The skill description for Basic Skill level 5 is:

The various RO sites say:

iRO - Enables the player to join parties.
But ingame (aegis ep10 and ep11, pRO, iRO) tests say that this is not true at all - you can easily invite a 1/1 novice into your party.
Also, I tried hacking the skills tree after creating a party, and the result was a 1/1 novice party leader, which had no problems inviting others to the party.
So either the RO sites provide broken information, or Gravity messed up some long time ago and never bothered to correct it.
