I thinck that cecil card must be bugged, my base atack speed with a bow is 130 which means that 5% is 6.5. (no agi no dex)
My aspd with agi and buffs is 186 + 6.5 should be 192.5 which means 190
But The cecil card just don't change my aspd it still 186. my server have the last svn uptaded version
