Heal_exp, Drops_by_luk, Drops_by_luk2 Don't Work

I also tested it on revision 12653 SQL. When i set the HEAL_EXP option to anything other than 0, i only get 1 job exp everytime i heal someone else regardless of healing power, or the setting in HEAL_EXP. I tried it with 900, 100, and 10, and i get the same result.

DROPS_BY_LUK, and DROPS_BY_LUK2 also don't work, i tried different settings from high to low for both, and it doesn't affect drop rate.
