Hello, reverted aspd bonus in r12783 actually inreases the attack speed. Maybe item description is wrong, but I assume that it should decrase aspd and also decrease casting time. Thanks.
EDIT: also these:
1919 - Bass Guitar - bonus4 bAutoSpellWhenHit,"WZ_HEAVENDRIVE",3,30,0; says to cast it on yourself (last argument is zero, should be 1 for enemy as description says).
