As far as I can tell there are a few topics posted about this issue but no one has reported it as a bug. When a TK Ranker resets his skills, it shows basic skill as level 9 without any input and seemed to give 9 extra skill points. There are reported ways to temporarily fix this but I believe a real fix is needed.
