Item_value_db.txt Leftover Jathena Code

There was a feature that allowed defining of item buy/sell prices and notOC/notDC flags in a separate db file called item_value_db.txt.
This feature apparently got pulled out sometime pre-svn, but you can still find it in jathena.

Anyways, the remnants of this feature are still there. Particularly, the value_notoc / value_notdc flags in itemdb data and code.
