New config option "gm_cant_party_max_lv" is useless without the opposite option "gm_cant_party_min_lv". Just like "gm_cant_drop_min_lv" and "gm_cant_drop_min_lv".
The bug is that "gm_can_party: no" by default. All premium and super-premium accounts automatically ain't able to join a party.
