[fatal Error]: Connection To Char-server Failed 3.

It took me a while to get it working without assistance, but now I've got an issue that I cannot solve by myself.

login-server.exe and char-server.exe run just fine. When I run map-server.exe it immediately closes itself. I've had similar problems before(a few years ago) but I am unable to remember or find a solution.

The error I receive when running map-server.exe is:
[Fatal Error]: Connection to char-server failed 3.

I apologize if this has already been posted before, I did do a search but was unable to find a similar or exact error to the one I am receiving now.

I am using 13051-STABLE-TXT-PV9 / [13053] Txt & Sql Pv7 Pv8 Pv9 For Windows, Compiled with MS Visual Studio Team System 200.
