I noticed that in the occasion where a char logs in while a priest is casting Magnificat, that player won't receive the boost (no animation shows).
This might apply to other cases (ress, warp, etc), and might be intended behavior. Need to find the exact cause.
EDIT: targeted buffs work
(TODO: test if such a char gains exp, I got a report saying it might be bugged too)
