On NPC load the buy price in the shops is cached to the npcc, so let's say on load the buy price is 100.000 Zeny for an item, that value will be stored in the npc's cache.
Now change the buy price (e.g. to 500.000 Zeny) of that item in the DB and reload it. The npc cache will keep the old price, but you can yell them for the new price.

So you are able to buy the items for the old price and sell them for a higher price.

So relaoding the itemdb should also refresh the shop's buy_price cache.
