I was running trunk 13385 and got this problem.
Tried to update my trunk to 13496, but problem still.
What happens is that if:
i use @setbattleflag base_exp_rate 5000
works like a charm... my @rates shows that the new rate is on.
i use @sebattleflag item_rate_common 8000
nothing happens! all drops still the same.
How did i confirme it?
I got a monster with item drop rate 1%.
Set my drop rate to 100% but mob did no drop any item.
Command work very fine to change xp rate, but does not change ANY drop rate... i tried almost all drops option and none was modified.
Its supposed to work like that?
