Here is the bug:

A few days ago I decided to clean up my client, so I extracted everything from my GRFs and put all the files in the data folder of my test client. I then erased my sdata.grf. Then, yesterday, I needed to refresh my map cache so I ran the exe and got a bunch of errors. None of the logical copies of maps in resname.txt were recognized (I had missing files errors), despite the fact my resname file was ok, and present in my data folder.

So I had the idea of restoring my sdata.grf, and now it works well (and of course it uses the resname from my data folder, not the one from the grf).

So this is pure speculation, but here is what I think the mapcache maker (or the map server if you chose the option not to use the cache) is trying to do: first it looks for the resname file in the grf, if it finds it, it then looks for a copy in the data folder and use it instead. If it cannot find it in the grf, it prints an error message, and doesn't searsh for it in /data.

Again, the behaviour of the .exe is pure speculation, but the bug is real.
