The success rates for the sage's skill 'Create Converter' are wrong I assume (too low to be exact).
I just testet it on euRO myself, and here are the results:
I used a Level 71 / 41 Sage
I had all Edows on Level 5
Learning Book on Level 5
INT was 90 + 19
DEX was 47 + 15
(LUK was 1 + 33)
I made 25 Scrolls of each element, and they all succeeded, so overall I made 100 scrolls and succeeded in making them all.
According to eAthena's source, I would have had a success rate of 75.3%, so I believe that formula is somehow wrong.
However, I can't give any Hints what exactly is wrong about it... but the current success rate is definately too low.
