Reflecting magic damage.

I have two questions about it's work:
1)Was it intended that it reflects damage(not magic itself) back to the user without any reductions i.e. at least elemental reductions? I think it's wrong - I use fire magic on enemy, then he reflects magic back to me, logically will be that I should receive damage with my elemental reductions(Pasana, Swordfish cards).
2)Was it intended that if I use magic vs player with magic reflecting gears(frus, maya cards) and with active Magic Rod, at first magic gets reflected and only then goes to Magic Rod?
