For skills that turn a status on/off, it's only supposed to consume SP when it turns the status ON, right?

Ex: hide/unhide (right now, unhide also consumes SP)
Ex: Gospel/un-Gospel (right now, turning Gospel off also consumes SP)
(it probably affects all skills where using the skill turns a status on/off)

So maybe skill_check_condition() needs to know the difference between skill usage turning a status ON versus only turning the status off.
