There is a custom setting that allows mobs to go one level up each time they kill a player. When activated, monster recover about 10% of HP when they level up, their speed increase slightly (it looks like it), and also their stats increase. That was the "normal" behaviour last seen in Trunk 13510.
In Trunk 13852 monsters recover Full HP when they level up. I didn't see any related changes but: http://svn.eathena.ws/bugs/changeset/13772
