Taekwon get 90 base lvl with all opened skills (kicks). Than get 99 and over, etc..
Taekwon reset skills and can`t get already opened skills (kicks) like when rich 90 lvl.
When base lvl down to 89, and kill mob to get 1 lvl up, skills (kicks) are came again...

this is related to the skills only being granted to characters with no skill points -- it only is granted when "sd->status.skill_point == 0", and when you reset your skills you receive skill points...is this == 0 skill point thing official?

I've confirmed on official server that when you reset skills with a ranked tk they're not reset at all (because you'd have all of them anyway, i guess)
