The Latest eAthena doesn't include the packet db for clients using package version 23 (anything later than 2008-09-10a).
Solution: Package db downloaded from diff guys works fine, but requires two source edits, MAX_PACKET_DB has to become 0x0800 and MAX_PACKET_VER has te become 23
