There are certain points that are questionable about the current quest version of the Satan Morroc:
1.) The quest version of Satan Morroc is supposed to summon 4 Ghost slaves when it spawns, not 1 of each slave.
2.) It can be only killed (or summoned?) once a week only. The reason is to prevent abnormal abuse due to the resulting 6 hour lock down of the 1st map, disabling people from entering the 1st map at all.
3.) There is a small chance that Morroc uses Teleport when it is in idle mode, similiar to Mistress or Lady Tanee, but with a smaller chance.
3.) Affection for Sanctuary - whenever it sees a Sanctuary being casted somewhere, it will immediately change target and go after the Sanctuary.
5.) On iRO there are no drops of the quest version as far as I know. I know there is another report about this, but I wanted to list it here nonetheless.

Well if i'm looking through the files 2) and 5) have already been solved, while i think 1) is a very unlikely habit since it's usual for such MvP's to summon one of each monsters like Thanatos does.
3) well he does idle teleport but only when rude attacked and as far as i can remember when i was doing that quest on iRO he never idle teleported away itself.
4) would need src modification i guess and i can't really check if it's maybe alreday have been added.
So to get to the concluson, i set this to fixed.
