On eAthenaWhen a Guild Leader cast Urgent Recall, and is interrupted. The said Guild Leader is able to re-cast Urgent Recall immediately without having to wait for the cool down period of 5 minutes.
The current eA behavior is incorrect. It does not matter if Urgent Recall was interrupted and unsuccessful, it is still deemed as "USED". The Guild Leader is forced to wait for 5 minutes before able to re-cast Urgent Recall.

the moment you use / click *UR* that counts you used it even if you get interrupted nontheless you can't use it for another 5mins.
