There is a way to setup empty shop with Vending skill, I don't know exact method coz I don't even look in the code.
My guesses:
- sending packet through WPE (remember this bug with Change cart?)
- set ghost (illusion) item for Vending
I don't know how to reproduce it.

The open vending function that receives the data from selected items does not create a vending unless there is atleast 1 valid item in it -- must have been fixed in a eA revision
