From what I can tell the server instead of creating new accounts is trying to look for accounts that already exist. I have used an older SVN version (one dated from 10-21) and it showed that the older SVN allowed the creation of accounts however the new revisions do not.
OLD = ability to create accounts
NEW = inability to create accounts
I used an SQL server using basic _M and _F.

This screen shot shows that that when the account "Joshua" was attempted being made it didn't work, and instead tried to look for it.
The only edits on this screenshot are 2 accounts connecting that were aready in the database and the IP's
