I tested it out. I can't reproduce the same error you have.
Maybe you should upgrade to the latest SVN and see if the problem still persist.

here! , I forgot, My server is on PK Mode and I tried to set the value to 1 a couple of times and after restarting the server the mobs doesn't gives EXP.. or it does need any Configuration at the Server files?..
