When you talk to the Strange Device to activate the bridge, the little circles (EF_WIND) don't activate. My assumption by just looking at the script would be that they are trying to disable the NPC and then activate the timer when it's disabled.

I can confirm this, the specialeffect command fails to invoke on the current npc since it gets disabled before the script can trigger the specialeffect EF_WIND;

I will fix this issue as soon as possible.
