And it would show in your party. Same goes for $ which is guild chat.
Edit: I read your second example. The % should show if it's not at the start of the line. Maybe it would help to say what client version you are using as well.

I had the same issue, I think it's the client's fault, since the the client receive the text as "a%d" for example, and it displays it differently, like "a123".
Another issue with the % is that in some cases, using @mi will crash the client.
I can confirm this happens with 20110609 too, I tried with others and the problem wasn't there.
