It appears that editing,
gm_all_skill: no
to "yes", causes ALL players to have access to all skills regardless of account level, which makes it so no skills can be accessed (this was the case for me on Arch Bishop, and others were experiencing it on various characters).
I've not yet tested,
gm_skill_unconditional: yes
But it may also be affected by whatever's going on.
