Therefore reported issue is not really a bug, it's more of a design choice.
bAtkRate is applied only when calculating damage (to both baseAtk and weaponAtk) and it does not change baseAtk in a fashion bonus bBaseAtk does, so by design it's not able to display the bonus in stat window.
Docs say

and it's more less true. Attack power means bAtk+wAtk here.
bAtkRate is flawed, because it doesn't increase damage from weapon skills that are not based on bAtk/wAtk. It might be desired in some situations, but usually it's not what users want to achieve. So it's also confusing. I suggest removing bAtkRate, as there are other bonuses that offer similar functionality.
