true but actually spawn just an alias for command monster, so if you want a quick fix just give him permission for command "monster" instead.
May be interesting to do something for alias still but you may get configuration this way like trying to enable spawn but not monster wich is the same command so I guess that ok this way.

Only original names can be used in groups.conf,
you need to set aliases in atcommand_athena.conf.
