It seems that the skill Slow Poison does not have any effects at all. If I'm not wrong they added an effect to that skill recently.
Correct me if I'm wrong though.

From the posts in eA, the reporter meant "Graphical effect on other people who have it active." Apparently there should be "some kind of angel holding a clock effect to the skill, I think".
I don't see the effect on a 2011-06-09a client but I'm not sure if that is just me. Can someone else quickly test this? Should there even be an effect? (I think so since it's weird not having one..?)
