this is not working. i can't still get the instant cast even if i set the 530 stats for dex and int?.

It's because of fixed cast time implemented in Renewal that is not reduced, this fixed apply to all third skills currently if i'm not wrong, but it was changed on officials at some moment.
It'll be changed at some point not for all skills, because some do have it yet.
But it's working as intended till now.
