Creeper Bow (Not coded incorrectly, something's wrong in the SRC?)

As the title suggests, the item is coded correctly from what I can tell, however, the Spider Web skill is not truly activating (even with Cobweb items in the inventory). While the skill activates, no monsters are actually hit with the web itself.

This can be viewed with the Creeper Bow, and any other item with the same script applied, which leads me to suggest either something's wrong with autobonus (which there isn't-- other items work fine), or something in the source is preventing the skill from applying properly.
