Not sure if I have all the updated client files, but I can sort of confirm this.
Attempting to use a Rune Ore without any ingredients for any rune returns a 'You can not create items yet' error. Upon collecting some of the ingredients, I'm given a list of possible runes I can make, but the list of ingredients for them don't show up.
