now, in rathena renewal this ice pick is doing the same thing as thanatos card's effect, i mean is piercing the DEF
With boss or large monsters it should does 50% of the total damage:

Renewal Ice pick pierces defense AND adds +1 attack for every armor defense the oponate may have, so far I have not seen anything that stats it should half damage on boss monsters.
Now we await one of them nifty core devs to see what they say,
