More El Dicastes bugs

On warps/dicastes.txt you'll find this:

This warp is placed exactly below one of the Diel Guards who are supposed to block you from entering Ahat's office. However, due to the warp being there, you can completely bypass this part.

I don't think this warp is supposed to be here...
