It is is currently impossible to get to Step 10 of that quest so you cannot get the exp or item rewards. This is mainly due to ins_nyd never being set to 203 anywhere.
As this is apparently a bug on iRO as well, I'm not sure if there's a fix for this yet but perhaps some more recent leaks have had this fixed?
