it can't be fixed in server side...its defined on the client side..that is why in the lua file it has a defined range for every skill..
try changing the range in the 'skillinfolist.lua' and see what happen..:)
as I capture the events of exchanging packets..the client send first that tells to let the character move by this coordinate before executing the skill..
