on the latest version of kRO the center of morocc is now walkable. but on our database the morocc still on the destuction which is not walkable path in the center.

some of us still use the old ruined morocc. so its people's choice to update their map_cache to latest the of morocc or not, btw we arent even done with episode 14.3
that new morocc is episode 15.1 right?

Because we haven't updated the map_cache yet.
Not everybody has the newest morroc.

The problem doesnt completely rely on map_cache, since you'd get the new morroc when you update kRO and you pretty much can't control who or when players update kRO.
However, changing map_cache officially on Hercules's end is not a good idea, since NPCs havnt updated to resemble a rebuilt morocc yet. As zackdreaver said, its best to leave it up for each server to decide whether or not to update it.

We're far from even having this episode in Hercules. So, this isn't really on the list of "Must add now".
