Here's a strange one, just tested on latest and it appears that Gunslingers are gaining ASPD when the Butcher [1] weapon gets equipped.

In my testing I used 99 all stats, base level 99 Gunslinger, and equipped the item. Jumped from 166 ASPD to 176.

Note: The bonus appears to be coming from the weapon type entry in job_db1.txt

it should be no penalty since handgun the only weapon that gain aspd...
