EMERGENCY_CALL

Player A casts emergency call which has a cooldown of 5 minutes.
>> Wait for 4 minutes <<
Logout and wait for [color=#ff0000][size=5]1 year[/size][/color]
Player A cannot cast emergency call unless he waits for another 5 minutes.

[b]What's the BUG:[/b]
Emergency Call Cooldown is not ticking when the player is offline and the 5 minute cooldown is [u][color=#b22222]re-applied[/color][/u] right after login.
Emergency Call's skill block is applied to player rather than to the guild itself.
