we should change the setting description (I'm confirming for the description; the effect is working). because skill cooldowns are saved between relogs, if you logout with 4min of emergency call cooldown, you log back in with 4 minutes (unless server restarts), the setting being :yes just ensures that you log back in with the full cooldown instead of the saved value
