There are some skills that are forced neutral but are still able to bypass the effects of % neutral reduction (raydric card for example) when using endow or elemental arrow, however, this is not the case in Hercules.
Rapid Smiting
"Reduction gears like Cranial, Poo and Immune are not ignored, but Immune can be bypassed by elemental endows."

Falcon Assault
"This skill will also bypass Raydric garments if the user has an enchant, endow, or elemental arrows."

"Blitz Beat is always neutral element but will bypass Raydric cards in PvP if elemental arrows are equipped."

I've already read it, I read all new issues in this section of our Bug Tracker, but it takes some time to address to all of them, this in specific can take longer because it needs testing in an Aegis server as iROWiki is not always a reliable source of information.

in the case of Rapid Smiting i have to aggree with him.
i played some years rapid smitter in WoE and the DMG Output gets increased when using elements.
for Blitz Beat i have to dissagree as Blitz Beat is the same dmg logic like Auto-Blitz Beat and Auto Blitzbeat is a true dmg, not related to any element. it is just related to the defense of the enemy.

Yeh this will require aegis testing, report based on player complaints and irowiki only.
