about rates of the new bonus bSetMDefRace and bSetMDefRace

In item_db.conf all bSetMDefRace and bSetMDefRace's rates were set to 10000
I think 10000 was incorrect,and also the descriptions of new bonus in doc
were a little wired, maybe the rate n% sould change to n/100%.
