In official, the item Venom Knife (throwing dagger) can be equipped on:
Archer
Hunter
Sniper
Ranger
Bard/Dancer
Clown/Gyspy
Maestro/Wanderer

Thief
Rogue
Stalker
Shadow Chaser

(Archer class and Thief class)

Hercules:
Only Assassin/Assassin Cross/Glt. Cross can equip the item.

I don't think this is an issue at all, there's no point in replicating official bugs and oversights that have no impact.
