In item_noequip.txt there are examples on how use the item restriction, and there is this line:

//4174,3 Forbid Deviling Card in every PVP or GVG map, and during woes.
The problem is that cards restriction doesn't work (users can still equip headgears with Deviling Card inside in WOE/PvP when we set this line).
This problem exist for a long time. If it's not a bug and item restrictions can't forbid cards, then you should remove this example.
But the problem is: is that really a bug or a mistake in the examples? This could help us to know if we really can forbid cards or if we waste our time with this example.
